The 1906 Pure Food and Drugs Act authorized the creation of a cadre of federal food and drug inspectors to prevent the federal government from poaching state food and drug inspectors. This photo, dated 1909, is one of the earliest of the initial group of FDA inspectors, shown here posed on the steps of the government building in Indianapolis, Indiana.
